NMNTI DATA VALIDATION FOR THE PUEBLO CHEMICAL AGENT-DESTRUCTION PILOT PLANT (PCAPP)

NMNTI Data Validation For The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) Procedures And Results Of Quality Assurance/Quality Control (QA/QC) Activities Employed During The Sampling And Analysis Of Decommissioning And Dismantlement Of The Plant.

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) Sample Management Office (SMO) required the data validation be conducted by New Millennium Nuclear Technologies International Inc. (NMNTI) personnel to assess the quality and usability of the analytical data obtained during the analytical data validation services, whose scope includes the continued review and validation of analytical reports for a variety of methods.  This data validation report for the PCAPP evaluates the procedures and results of quality assurance/quality control (QA/QC) activities employed during the sampling and analysis.

Bechtel National, Inc. (BNI) was contracted by the Department of Army in 2002 to design, build, test, and operate the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) to destroy the chemical weapons stockpile at the Pueblo Chemical Depot.  BNI formed “The Bechtel Pueblo Team,” which included Bechtel, Amentum, and Battelle.  The Bechtel-led team destroyed more than 780,000 projectiles and mortars holding 2,613 tons of mustard agent during three munitions destruction campaigns.  The final munition at the Pueblo Chemical Depot was destroyed in June 2023.  PCAPP dismantled the munitions using a first-of-a-kind robotic process.  The technology used to destroy the weapons safely included neutralization followed by biotreatment and explosive destruction.  The entire stockpile in Colorado has been successfully destroyed, and the PCAPP has entered the two to three-year closure phase to conclude in 2026.  This closure phase mission includes the disposal of all secondary wastes, decontamination, decommissioning of facilities and equipment, disposition of property, demolition of certain facilities, and closure of government contracts and environmental permits per laws and regulations.  The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) Sample Management Office (SMO) requires data validation services, the scope of which includes the review and validation of analytical reports for a variety of methods.
